The maximum size of your custom image is 144 by 168 pixels or 183.6 KB (whichever is smaller). That gif is 160 by 120 which is within the limits but it is 900 KB too big. The only way to make it fit that 183.6 KB is to make it smaller, remove some frames, and optimize or you can ask a mod to put it as your avy.
