Theres a dozen threads about this on the forum already.. Fedor isnt a coward.. and he didnt reject the UFC because they didnt offer enough money.

Cliffnotes:
First time he was negotiating with the UFC.. Dana refused to let him compete in Sambo.. Fedor refused... went to Affliction and destroyed 2 exUFC Champions..

Second time... now Fedor is part owner of M1 and is only competing in organizations that will copromote. It would be stupid for the UFC to copromote and it would be stupid for Fedor to ditch a huge asset he owns to fight for the UFC.. when he can fight outside of the UFC and copromote and build a very profitable long term asset that will continue to bring in money after he stops fighting.

Calling him a coward is just ignorant.. what makes you think hes actually afraid of anyone in the UFC?

Well, the problem is that he's an owner in M-1. I think it's fair to say he chose business > sport. Him being afraid of Lesnar or Carwin, i can't really see that...

Btw, there are some good fights for him over at SF. Overeem, Rogers and Werdum are good fights. Maybe he'll joins the UFC if he cleans out SF.
